Changes in Protection and Management of Sites of Community Importance in the Czech Republic

The amendment to Act No. 114/1992 Gazette on the Protection of Nature and the Landscape, namely Act No. 349/2009 Gazette has fundamentally changed ways how Sites of European Importance (pursuant to the above Act, the term for Site of Community Importance, SCI under the European Community’s Habitats Directive) are officially protected and managed in the Czech Republic.

Newly, selected SCIs can be protected not only by declaring them Specially Protected Areas pursuant the above act or by a contract with an owner, but also by the so-called basic protection. Therefore, negotiations with the selected respected sectors shall be organised in the first half of 2011 to discuss a new regulation of the Government of the Czech Republic setting up the National List of the proposed SCIs. During the procedure, changes in the current regulation on the above topic will be proposed so that they shall meet the topical requirements. For each SCI, the so-called guidelines of recommended measures, setting up conditions needed for maintaining or improving the conservation status of the protected phenomena shall be developed. The article also deals with some other topics related to the establishing the Natura 2000 network in the Czech Republic. Thus, the author explains possibility of changes in SCI identification and delineation, their deleting from the List if need there be, defines the general aim of establishing the Natura 2000 network for the particular sites and describes how and by whom are the fauna and flora species and natural habitat types pursuant to the Habitats Directive and SCIs themselves monitored.
