The article summarises the preparation and outputs of the second Czech National Forest Programme (NFP II) expert draft, covering the period 2007–2013.
The draft has resulted from difficult negotiations among 21 stakeholders, namely representatives of the State Nature Conservancy authorities, Public Administration bodies, scientific and research institutions, state and private enterprises, nature conservation NGOs and special interest associations. The consensus was reached by experts i.a. on the from a nature conservation point of view principal issues: in state-owned forests, more close-to-nature forestry should be to the highest degree applied in production forests, based on the very clear political decision; the area of intact forest and forest Specially Protected Areas should increase more quickly; coppice management for wildlife conservation should be applied with appreciation in production forests; in production forests, a part of the above-ground raw wood biomass with more than 7 cm diameter including the bark should be left for decay and for maintaining and improving biological diversity, reduction of nutritive degradation in soils and providing natural tree regene-ration with the substrate. At the present, the draft is being discussed by particular sectors. It seems that there are some efforts to revise the NFP II expert draft by the Ministry of Agriculture, particularly in hoofed game management and in clear-cutting system in forest management.
