Because the approach of Building Offices in applying the relevant provisions of Act No. 183/2006 Gazette on Urban and Country Planning and Building Code (the Building Act) for building fenced forest patches (protection of natural regeneration, regrowths, natural seedings or of tree nurseries) against browsing and grazing by hoofed game had not been unified, central State Administration authorities had to co-ordinate it. The temporary enclosures are of simple construction. Therefore, they are often moved to another site and reused there. The Ministries of Regional Development, Agriculture and the Environment of the Czech Republic signed a memorandum, unifying the approach to the above topic. Under the current legislation, individual, group or territorial tools, protecting forest growths and trees and used for establishing a Territorial System of Ecological Stability of the Landscape (TSES, a national multi-level ecological network) are neither a building, nor a facility. Therefore, they are the subjects neither to planning permission, nor building permit proceedings.
