Bird Ringing and Current Legislation in the Czech Republic

Wild bird trapping and ringing for studying them has been under some legal enactments in the Czech Republic.

Among them, Act No. 114/1992 Gazette on the Protection of Nature and the Landscape, as amended later, is the most important. It provides protection for generally and specially protected bird species as well as conservation of Specially Protected Areas, Bird Areas (in the above act, the term for Special Protection Areas, SPAs under the Birds Directive) and Sites of European Importance (in the above act the term for Sites of Community Importance, SCIs under the Habitats Directive). Bird ringing deals not only with the particular bird individuals trapped and ringed, but also with their populations and in some cases it also can affect directly or indirectly the site where it is carried out. Act. No. 246/19920 Gazette on the Protection of Animals against Cruelty is also relevant for bird ringing. At present, Ministry of the Environment of the Czech Republic Decree No. 152/2006 Gazette allows to ring most of wild birds without issuing the individual permits. The individual permits are needed for ringing nestlings of the selected specially protected species or species sensitive to disturbances. They can also be required for bird ringing in some from a point of view of nature conservation special areas (e.g., National Parks, Protected Landscape Areas, SPAs, etc.). The Bird Ringing Centre at the National Museum Prague asso­ciates bird ringers in the Czech Republic, regularly informs them on their legal duties and urge their adhering to.
