The Landscape Natural Function Restoration Programme

The Landscape Natural Function Restoration Programme (LNFRP), a new national subsidy scheme, has been recently launched.

The programme is a successor to the River System Restoration Programme and its launching complete a national nature conservation subsidy programme system. The LNFRP particularly completes the Operation Programme “Environment” 2007–2013 funded from the European Community’s budget as well as the national Landscape Management Programme. The former aims at supporting measures resulting from Specially Protected Area Management Plans, recommended measures for Bird Areas (in Act No. 114/1992 Gazette on the Protection of Nature and the Landscape, as amended later, the term for Special Protection Areas, SPAs under the Birds Directive) and Recovery Programmes/Action Plans and Management Programmes for specially protected wildlife species, also on lands which are not owned by the State. For the above measures, both the Agency for Nature Conservation and Landscape Protection of the Czech Republic and National Park administrations can apply for funding: The implementation of the measures is limited to a particular area. In addition, the LNFRP also focuses on supporting adaptation measures in the landscape related to the existing and projected climate change effects in water, non--forest and forest ecosystems. For the latter measures, everybody can apply and the implementation is possible within the whole Czech Republic’s territory. During the Operation Programme “Environment” implementation (i.e., by 2013), there have been financial limits for most measures. Therefore, the Landscape Natural Function Restoration Programme shall be used for financially less expensive measures. For 2009, almost 40 million CZK (1.6 million euros) have been allocated within the LNFRP, increase in the allocated funds can be expected for forthcoming years.
