Outlines of Recommended Measures for Special Protected Areas under the Birds Directive

In the Czech Republic, at present there are 41 Bird Areas (pursuant to Act No. 114/1992 Gazette on the Protection of Nature and the Landscape, as amended later, the term for Special Protection Areas, SPAs under the Birds Directive), protecting 41 birds species listed in Annex I to the Birds Directive as well regularly occurring migratory species.

For providing the appropriate management of populations of the target bird species and of their habitats, Outlines of Recommended Measures (ORM) are being developed. ORMs are strategic documents, having been used as a technical and expert background for planning the management in SPAs. The article presents the current state in developing the ORMs, sharing of competencies in SPA management as well as the ORM structure and format. In the introductory part of each ORM, an analysis of the current state of the given SPA including the identification of main drivers, possibly affecting the SPA is summarized. The plan of proposed management measures including the detailed maps is described below. ORMs are not only a background for decision-making by the State Nature Conservancy Authorities as well as for further planning, but they also are a necessary precondition for applying for subsidies from a lot of subvention programmes/subsidiary schemes.
